Program availability should be verified before a buyer relies on it.

HUD announced an investigation into the Washington Covenant Homeownership Program in March 2026. Washington's program materials still describe Covenant Homeownership assistance, but buyers should confirm current availability, eligibility, income limits, and lender participation before writing an offer.

Residency screen

Ask whether the buyer or a direct ancestor lived in Washington before April 11, 1968, the Fair Housing Act cutoff used by the Covenant Homeownership Program.

Income screen

Check whether household income is within the current county limit. Do not hard-code a number in production until the lender verifies the active WSHFC table.

Lender handoff

Route eligible or near-eligible buyers to a lender who is actively processing Covenant-priority applications for Seattle, Bellevue, and Eastside properties.
